Beverly Hills will foot the bill for 82 underground parking spaces beneath a planned affordable senior housing project on South Robertson Boulevard, a commitment the City Council made on Tuesday, May 19.

The council directed staff to include three levels of subterranean parking, constructed and operated at city expense, in plans for the Robertson Sunflower project at 327-335 South Robertson Blvd. The site is city-owned land.

The parking decision came during a formal session titled "WHCHC Project Update and Public Parking Discussion," per the city's Robertson Sunflower project page. It marks the most concrete step since the council approved an Exclusive Negotiation Agreement with nonprofit developer West Hollywood Community Housing Corporation on November 12, 2025, giving the two parties up to two years to finalize a development agreement.

What's planned

The project would bring 100% affordable senior housing to the site, though the city has not confirmed how many units the building will contain. WHCHC is conducting due diligence and site analysis to determine feasibility and is applying for funding from multiple sources. No cost estimates or funding amounts have been made public.

Logan Phillippo, the city's Real Property Development Manager, and Jessica Garcia, Management Analyst, are the staff leads on the project.

Why it matters

Beverly Hills faces a state mandate to plan for 3,104 new housing units by 2029 under its certified 6th Cycle Housing Element, adopted March 18, 2024. That target includes 1,008 very low income and 680 low income units. According to the Fair Housing Elements Progress Tracker, the city has completed roughly 122 units toward that goal so far.

The need is pressing among older residents. The city's Housing Element data shows 25% of elderly family households in Beverly Hills earn below 30% of the area median income.

WHCHC, a nonprofit founded in 1986, manages 25 apartment communities totaling 1,054 units and 1,600 residents across West Hollywood and neighboring cities. The organization already has a separate agreement with Beverly Hills for a senior housing project at 9268-9298 W. 3rd Street, approved in September 2023.
