Beverly Hills police are reminding people under 21 that possessing or using Silly String, shaving cream and certain hair removal products in public is prohibited during Halloween’s 24-hour enforcement period.

The city is also restricting parking on residential streets near the West Hollywood border starting Saturday afternoon. The Beverly Hills Police Department (BHPD) issued a media release Oct. 27 outlining both measures, citing increased pedestrian and vehicle traffic near West Hollywood during Halloween celebrations.

What's banned

Under Beverly Hills Municipal Code Section 5-6-1311, people younger than 21 cannot possess or use the following products on streets, sidewalks, parks, public parking lots or other public property from 6 a.m. Saturday, Oct. 31, through 6 a.m. Sunday, Nov. 1:

  • Aerosol string (Silly String)
  • Hair removal products
  • Shaving cream and/or gel

The ban runs one day. The department said the ordinance aims to prevent injuries, skin irritation, slip-and-fall hazards and property damage tied to misuse of those products. BHPD officers will be on hand to encourage voluntary compliance, and disposal bins will be set up so people can discard banned items on their own.

People under 21 found carrying prohibited items may receive an infraction citation, and the items may be confiscated, according to the release.

Parking restrictions

Chief of Police Max Subin authorized temporary Special Event Parking Restrictions under BHMC Section 7-1-58. The restrictions apply to designated residential streets bordering West Hollywood from 4 p.m. Saturday, Oct. 31, through 2:30 a.m. Sunday, Nov. 1.

Temporary parking signs will be posted along affected streets. Residents and their authorized guests who hold valid parking permits are exempt.

The restrictions cover designated residential streets bordering West Hollywood. Motorists should check temporary signs on the affected blocks before parking.

The department urged motorists to check posted signage and plan ahead, especially near the West Hollywood border Saturday evening.
